Either party to the intended marriage must apply in person to a Deputy Issuer of Marriage Licensees in their community in which they intend to marry.  There is a 5-day period to process the application and issue the license and the license is valid for one year. Only one member of the couple needs to apply for the license, but they will be asked to provide a signed piece of identification and proof of age for both parties to the intended marriage.
